How does the debit card work? Your card balance matches your full Medical annual election and is available for health care expenses starting on your eligibility date. Dependent Care funds become available after contributions are posted, and Parking and Transit balances reflect the IRS maximum once contributions are added. Each transaction reduces your balance. How does the card determine if my purchases are eligible? What happens if I buy prescriptions or get an eye exam at a discount store or supermarket? Our system flags transactions that don’t match your employer’s health plan co-pays or aren’t from IIAS-compliant merchants. If a purchase is flagged, you’ll need to submit a receipt for substantiation. What are IIAS-compliant merchants and why is this important? IIAS, or Inventory Information Approval System, verifies debit card purchases at participating merchants to ensure expenses are eligible. Retailers like Wal-Mart, Longs Drug, CVS, and many large grocery stores comply with IIAS standards. How do I benefit from shopping at IIAS merchants? At IIAS merchants, your card automatically verifies FSA eligible purchases, so no receipt or further substantiation is needed. Do I still need to save my receipts? Yes, keep all your receipts! Some purchases may not be automatically substantiated, and the IRS requires you to retain receipts for audit purposes. What do I do if I receive a receipt request from CBIZ? You can submit receipts through the participant portal at myplans.cbiz.com, through the My Plans by CBIZ mobile app, or by fax if necessary. What happens if I do not submit requested receipts? If a receipt isn’t provided within 90 days of the request, your debit card will be suspended for that plan. After 120 days, the expense will be marked non-qualified and must be repaid to your account.
What’s the benefit of using the debit card if I still need to substantiate purchases? Using the debit card lets you pay for eligible goods and services directly, without needing to pay out of pocket or wait for reimbursement. However, to meet IRS guidelines, you’ll need to provide certain documentation to verify your expenses. For standard expenses like pharmacy items, verification is often automatic. But for medical, dental, and vision expenses beyond standard co-pays, you’ll need to submit an Explanation of Benefits (EOB) or an itemized receipt. This ensures that only FSA-eligible expenses are covered, while ineligible charges, such as missed appointment fees or cosmetic products, are not reimbursed. It’s a simple way to streamline payments, as long as the proper documentation is provided. What if I don’t owe anything at the point of sale (e.g., doctor’s office) but receive a bill later? You can pay your bill by providing your card number on the invoice and mailing it to the provider, or by giving the card information over the phone. Be sure to keep a receipt showing the provider’s name, original service date, type of service or purchase, and the amount charged. Can I use my card now to pay for a service from last year if I’ve just received the bill? No, you must submit a claim for reimbursement and ensure it falls within the previous year’s run-off period. The debit card transaction date is treated as the service date unless a receipt shows otherwise. If the service occurred in the prior plan year, you are responsible for repaying the amount to your account. If you plan to re-enroll in the FSA, keep your debit card — it remains active for three years and will carry your balance for future plan years.
